CPU Speeds not going to max all core clock on I7 - 9700k when windows 10 High Performance mode is selected

As the title says my i7 - 9700k wont stay on max all core clock with high performance mode on windows 10. I've seen other forums  that say it should stay at 4.6 Ghz when high performance mode is selected and this is what it USED to do. Now no matter what I try I cant get my CPU speeds to stabilize anymore which is just a random issue that came up last month. Since than I've been pretty stumped on how to fix this.

Have you checked temperatures with something like HWinfo?

Yeah there around 33c however they fluctuate because the speeds are always changing
