How to RE-EDIT a video and ADD Chapters to it?

Quick search says that you could do this with FFMPEG:

Shotcut does not have support for it. Nor does Resolve of the more advanced editors. The quick search also tells that video editors aren't really meant for that. They can create chapters, but not bake them into video files. You would need to use DVD authoring software for that. And tools for those are either becoming extinct or paid. So FFMPEG is the only good free option. And it has quite steep learning curve.

I have a Documentary that is in MP4 and is 55 minutes long.

I hit the remote control button to skip backward to the previous chapter but since it's all ONE chapter it simply started back from the beginning.

 

How can I use a video editor so that it has around 15 chapters?

And which video editor would be free and best to edit this problem?

 

I'm using SHOTCUT and it seem to be made for wizzards not complete Newbies like me.

Did this make any sense? If not please tell me what to do and the best free video editor to use?
