CPU is at 100% even after reboot... why?

yeah, good news, thanks for the help, now i wonder, this is normal when using high performance power settings?

It could be. Normally, Windows sets the minimum processor state to be 100%, so it'll use the most resources from the processor I believe. I set mine to 5% minimum, 100% maximum.

ah yeah that's it, it was at 100%, so open hardware monitor is not seeing this, just the task manager, so the cpu doesnt maybe really is at 100% but is at a 100% state.
