Planning a build for a cousin to play league of legends and do homework. Going for a smaller budget. What can I get away with? He has money to spend but would prefer to keep it as low as possible.

As cheap as possible. Upwards of $900 if needed. 120gb ssd is a must, ill get the 840evo for that.

this would probalby be best as you have some room for upgrades and it has good base performance, the only thing i would say is if you want to play more demanding games in the futre then you may want to spend a little more on a gpu, also i would recommend Austins new build the meson https://www.youtube.com/watch?v=43pXorOZ3MQ

Guys I understand that I can run on an intel nuc lol. But I want to give him SOME headroom, I secretly want to convert him to play bf4 with me once in a while.

I would go with the build Thebman712 posted then

it's cheap and does what is needed in a TINY form factor

it's also very upgrade-able for when the newer titles drop as well
