I would not buy a HD 6750 or HD 6770 for $30USD, but that is location specific.

uae, planning to build a budget pc with i7 950 8gb ram.

Yeah, try and get something like a HD 7950/HD 7970/R9 280/R9 280x.

 

You can probably get them for around $50 to $70US, and are still pretty decent cards.

 

GTX 670, GTX 680, GTX 770 and GTX 760 are also decent choices, but I would try and opt for the 4GB models of those cards.
