Can I Make a distro?

So there is a lot of distros and i Want to also Make one. I even planned the things:

Name: CloudOS

Based-on: Debian (since most distros are based on Debian)

Focused on: Stability and performance 

Is it possible?

Sure, but... that's not so much a plan vs. what an OS should do. The name is also not going to get your distro any attention at all since search results for cloud OS are already saturated by far more relevant things.
