If you want to keep the 10700k here is a pcpartpicker list with the 10700k and a motherboard that lets you overclock with it. You get the motherboard discount if you add both the Motherboard and the cpu in your microcenter cart at the same time. The RAM is still rgb and i also changed from a 1tb hard drive to a 2tb one since it was only 10 dollars more.

Drop the cooler and get a better air cooler. That AIO is not very good
Get a case with better airflow. That case has pretty bad airflow and the thermals will be very mediocre.
-Change the Power supply, That unit is low end.

You might want an 11600 because it has a better IGPU. If you have a way to get the 2070 super, then it doesn't matter.

My primary system: Core I7 10700k, 32 gb Trident Z RGB ram@3200mhz, EVGA GTX 970 SSC (will upgrade), NZXT N7 Z490 motherboard (Black), Samsung 970 Evo plus 1TB SSD, NZXT C850 PSU, Hyper 212 EVO cooler (getting new water cooler soon), NZXT H510i case. 

 

My secondary system: Core I7 4820k, 16 gb quad channel 1600mhz ram, GTX 780 reference, Asus PX79LE, SK Hynix GOLD s31 500gb SSD, some 10 yr old Cooler Master 750w psu, Hyper 212, old Cooler Master case.

 

Laptop: Lenovo l380 yoga I5 8250u, 8gb ram, 256gb ssd storage)

Where are you getting 850W from? That is so overkill, literally almost double the actual wattage OP needs.

Where are you getting 850W from? That is so overkill, literally almost double the actual wattage OP needs.

This list should fix the issues with a better airflow case, better cpu cooler and a better power supply that is also modular. This should be good but feel free to correct anything.

Provided you're willing to wait/camp for an rtx card (and you don't have any of your previous components), this is probably what I'd recommend: 

- CPU switched to a 5600x, overall just a better gaming CPU, doesn't require an external cooler since it ships with one. Might lag behind the 10700 when video editing, you might want to go with the 10700 if you care about that.

-Motherboard is Matx, comes with wifi. It's a great value for what It's worth

-Ram, standard 16gb, 2x8 sticks at 3600mhz cl16. Unless you really like multitasking or video editing, this should be fine

-Nvme is budget, not a bad drive however. There's better out there, but this is one of the best value drives.

-Rtx 3080 FE. Nuff' said.

-Phanteks p360a, an ATX case so it might look a little empty with that motherboard, but It's rgb, has a good feature set, and It looks nice.

-The Enermax revolution D.F 850w is a great psu all-around, comes with some nice features. A little over your budget, it's worth it though. 

I am NOT a professional and a lot of the time what I'm saying is based on limited knowledge and experience. I'm going to be incorrect at times.

Meh, they might've been parroting, the 650w cxf was on sale on newegg for $65 a few days back, which is an insane deal, I know a lot of people who used it in budget PCPP lists.
