Does Windows Package Manager support "apt-get upgrade" linux feature?

If you're talking of winget then upgrading is an "experimental feature" you need to specifically enable at the moment, and it doesn't yet support upgrading all installed packages in one go nor does it work with all packages you might have installed.

It does actually support --all now, ie. winget upgrade --all

Hand, n. A singular instrument worn at the end of the human arm and commonly thrust into somebody’s pocket.

It's correct but you want to remove all the // apart from those on the description lines, those turn the following line into a comment and deactivate it.
