Bluetooth code 43 error with Marvell Avastar Bluetooth Radio Adapter

I have a Microsoft Surface Pro 6. Whenever I try to connect it to my BT headphones(Zebronics Zeb-Duke, its a small brand)the blueetooth turns off immediately or in a couple of minutes. The turn on/off slider for bluetooth also disappears in the Windows Settings. When I checked in device manager,  it shows the error code is "Code 43". I have tried all steps, got replacement devices from Microsoft,  but the issue still persists. However with another pair of older headphones I have, it works just fine. Anyone know what is the reason for this?
