Here's what they would look like side by side (not drawn to scale). Is this an issue? No. But if you try to move your mouse from monitor 1 to monitor 2 via the top right corner of monitor 1 (for example) you'd be unable to do so. You would have to move the mouse down and to the right. Not a big deal.

Theres 3rd party software to eliminate this issue

You can adjust scaling on just one monitor, so yes.

It's a bit annoying at first but if you have good hand eye coordination you won't have an issue with the mouse stuff after using it like that a bit, and yes to your scaling question. If you are running Windows 10 you can adjust the scaling on each monitor independently of each other.
