1. You will be hard pressed to find a graphics card that is DDR4. Except for maybe a GT 210 or something of the sort. Modern graphics cards use GDDR5, GDDR6 or GDDR6X.

2. Why should it be Nvidia? Any particular reason for this or is just arbitrary?

3. Budget is a relative term. A budget card for someone might be completely different than a budget card for someone else. So what is the price range you are looking at? Are you buying new or used? What are you going to be using the card for gaming, graphics work, or do you just need a card to be able to get an image on the display?
