GPU colliding w/ MOBO heatsink & wont plug all the way into PCIE slot...

Solved by orchard kid,
The solution ended up being to install the card into the other PCIE slot. This PCIE is PCIE 4 and the other is PCIE 3, I haven't found anything online regarding PCIE 4 slots being shorter but it is a bit shorter than the other PCIE 3 slot on THIS mobo. Also the PCIE 4 slot is metal and not plastic (if that makes the difference).
