Anyone happen to know of a super inexpensive low end pci-e graphics card? 100% not to game with it, only need to be able to hook a monitor to it and install windows as the motherboard I have doesn't have built in graphics. Once windows is installed it'll go headless with an RDP connection to get to it. Im thinking in the 30-40$ range.

GT 210, GT 710, HD 5450, 6450 etc. Literally any $10 HD 7470 off of eBay will do it (and outperform everything else on this list).

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

GT710 is a good bet. Typically really cheap and new enough that you don't have to enable CSM to get it to work. 

 

That said, are you certain your system supports booting headless? I've had issues in the past with systems not booting headless and requiring a display output to POST.
