If I where you I would find someone (local repair shop) and explain your issue and have them take a look in the machine.

i have the i7 10700f and the gtx 1660ti and for some reason my cpu get to 55 degrees at 2% usage and it gets to like max 90 degrees at 20 - 33% usage. is this normal. and i also got my pc on christmas btw. and as i writing this my monitors went black for a couple seconds even tho i could still use and see the windows task bar.

Is this an alienware prebuilt? those systems are known for small coolers and poor airflow.

90c at 30-40% usage means you have an issue.... Do you know what cooler your model has?

(Assuming this is a prebuilt)

I think it's the normal temp for that CPU.

33% is the average load, probably 1 or 2 cores are in full load.

4ghz is a boost frequency and the cpu will not stay there at all times. 2.9 is the base speed.

If I where you I would find someone (local repair shop) and explain your issue and have them take a look in the machine.
