maximu sli's?

I know that there could only be two rtx 3090's at once, but it the maximum for 3090's or for all nvdia gpu's? Is there a  nvdia gpu that supports 4 sli's?

Pascal (10xx), Maxwell (9xx and a bit of 7xx), and Kepler (most of 6xx and 7xx), and Fermi (4xx, 5xx, and a bit of 6xx) supported 4-way SLI, but it had no real applications for gaming and was very buggy.

The easiest way to do 4-way SLI is to get 2 GTX 590, 2 GTX 690s or 2 Titan Z's and run those in SLI, as each has 2 GPUs on it.

well technically it would be tri sli which would do 3 cards but 4 gpu's could be in sli if there were two cards

Technically, yes.

But you need a motherboard capable of fitting 4 1080's, which are very expensive (the Dominus Extreme comes to mind), plus a power supply (or two) strong enough.

Yes, if your motherboard/case/power supply can support it. But they won't be running in SLI.

No. Mosaic is a Quadro-only feature.

 

EDIT:
Mosaic is not similar to SLI. Mosaic allows you to sync and align the outputs from Quadros' so that when using a multimonitor setup the image isn't distorted.

Surround is not an SLI-like feature.

Surround lets you use multiple displays as one.

But Surround only supports up to 5 displays, and I believe only in a straight line. If you want to use more, you'll need Quadros for Mosaic.
