So i havent got any money to spend and i want my pc to run faster its quite old and i just want the max performance i can possibly get out of it (i dont know how to overclock properly yet so thats out of the question)

My specs are 2x4gb hyper x 1600mhz ddr3 ram i5-4690k cpu and gpu XFX Double D R9 270X 2GB 500W supply motherboard is a gigabyte H81m-H i have two harddrives one is 5900rpm with the os on it and the other 7200rpm for storage (getting the os switched to the 7200 one soon). Im sat with the stock cpu cooling fan and one extra fan that practically does nothing.

about the only thing you can do is see if you can beg someone for a small (120 or 240GB SSD) to use as a boot drive for windows.

Without spending money, that's about the only thing you can do

Dang it do you know if there are any like secret settings idk about or something that can optimizer Windows best?

Clean it out, make it as nice and shiny as you can. You can maybe redo some thermal paste here and there, but otherwise you’re stuck.

I would see about getting a 120GB SATA SSD for your boot drive. That will make the computer feel much more responsive. You should be able to find something for well under $100

Reinstall OS or switch to lighter OS. Though, the biggest question is, what aspect you want to be faster? There's only so much you can do with just software tweaks. PCs don't get slower over time. Software gets more demanding, gets bloated and so on. Mechanical drives do get bit slower over time, but that shouldn't be such a significant thing to even note.

So most likely you are trying to run some latest software with hardware from over 5 years ago.
