I’ve seen people report that.  If you want to fix it yourself instead there are likely fan sets available on eBay.  The 1650 is not a new card. You’ll want the part number for the one you want to replace.  Fan whine can come from several sources but one of them is a worn bearing and the only way to fix that is with a new fan.  Another argument is that a fan is a fan is a fan.  It might be possible to remove the entire shroud and then zip ties or rubber band a couple of case fans to the card in place of the original ones.  There are issues with this though.  It usually masses the card about 1 slot thicker and it’s ugly as hell.  Often quite quiet though.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

im pretty sure its a bearing(it sounds like an old worn out box fan) i guess ill see if i can find the part number to replace it with

Occurs to me it might be possible to remove the entire shroud, do the case trick, and RMA just the shroud.  RMA has gotten weird.  I dunno what would happen

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

i just got word. they wanted me to rma the whole card .... nope ... i just ordered another one form china ... 15-32 days
