I have tried to join the discord server  by clicking on the "join our Discord server" on the side of he ltt forum page when i click on it brings up the pop up saying would you like to open the discord app i click yes it opens up discord but nothing happens.

Sometimes the auto-opening of the app can be a little weird. Try declining the option to open the Discord app and joining the server in your browser (including agreeing to the rules), then open the Discord app manually and it should be there.

 

If not, maybe your account doesn't meet the requirements to join the server.

By the way, my desktop is a docked laptop. Get over it, No seriously, I have an exterrnal monitor, keyboard, mouse, headset, ethernet and cooling fans all connected. Using it feels no different to a desktop, it works for several hours if the power goes out, and disconnecting just a few cables gives me something I can take on the go. There's enough power for all games I play and it even copes with basic (and some not-so-basic) video editing. Give it a go - you might just love it.

I just selected the link in the sidebar of the forum and it worked perfectly.

 

Edit: I've been in the server before and left; is it possibly letting people who were once members rejoin?

Edit 2: Yes, it appears that's exactly what it was.

right click, copy link address , enter in browser / discord client

The server is not closed to new joins. This is from LMG Discord admin week or two ago. The anti-raid measurements are still in place. So account must have phone number attached, 2FA and be older than 5 months.

So do i need 2FA or can i just have a phone number and be older than 5 months?

I don't know for sure. AFAIK phone number is required by Discord themselves for servers that are partnered. The account age limits is by server itself. Also connecting your forum to Discord and Floatplane (if you have it) will help.
