Windows 10 can't run programs from second drive.

That's standard.

Programs write (EDIT: "to") the registry, which got wiped out when you did a re-install, so only part of the software is there, and must be re-installed

You reinstalled so that's normal. Even if you installed something in another drive, once you wipe Windows which keeps records of these installations and settings, you need to reinstall the programs again.

Is there anyway to not have to reinstall all the programs but to just have windows realize they are there?

Nope. 

Well, possibly, if you look in the add/remove programs section (or whatever BS Win10 calls it these days) there may be individual options to "repair" the install, that *might* work, otherwise...re-install time

ok. I was hoping that by having all my programs on a seperate drive I wouldn't have to reinstall them.

I think I might have an idea, The program data file from the copy of my drive I made before I reinstalled windows.

Some programs can work in "portable" mode (all important settings stored in its own folder) or store settings in common places like AppData (C:/Users/<your name>/AppData) which can be transfered over. But some don't so a reinstalling is required.

ok. I did backup my old c drive before I reinstalled.
