Hello I Need Some Help I Don't Know What's the Issue Anymore I'm Going Nuts... i try to game and stream to twitch only and no matter what i do my gpu jumps to 100% and Starts Lagging And Spazzing Out. also i have some issues with my screen getting these weird bar's and flash and blink really fast i have done factory resets set everything to default and still having issues I'm only gaming in 1080!! not 4k so idk what the hell is going on... also EVERYTHING IS UP TO DATE

That sounds like what happened to the first 2080tis(iirc), that were literally dead on arrival, but anyway, have you DDUd your system/reinstalled windows after this started happening?

Please try to make your thread title something that is descriptive of the actual problem. Every day multiple people post threads with titles that are just variations of "I need help." 

 

"Spazzing out" does not describe your problem.

 

Post a picture of the artifacts on the screen.

fresh install of windows and everything that i could update i did.

Have you installed the drivers from nvidias website?

Hmmm, I'd still try DDUing and reinstalling the drivers to see if maybe something wrong happened along the way before either waiting for more experienced people in the troubleshooting subforum check this out or contact EVGA again. If you want people to take this post seriously, I'd consider changing the tittle to something like "3090 problems - it keeps saying it's at 100% and stuttering display with light gaming/streaming" for example. And what did you use to say where GPU usage is at? Afterburner?
