Why can't we rename a file CON in windows?

It has something to do with device drivers in windows backwards compatibility. 

Imagine if you need a old prodram, and instead of getting the driver file containing, you get a plain text file with the wrath of Kahn script. 

That wouldn't work.

I could use some help with this!
