9600k hwinfo64 effective clock readings inconsistent between OC's

There's a new BIOS update for my maximus 12 hero wifi. BIOS 2201. So far not running TS 9.3 and it seems okay. will report back.

UPDATE: 

 

Same issue. TS9.3 will forever be launched upon booting.
