Yes, I have a few Optiplex (750, 760, etc) it'll work.

 i am gonna get a build in a 7 or 8 months from now i think s i want a gpu with small scale like the 1030 low profile to play some small games like csgo and minecraft with a good frames

Ignore the other people, if you can find a 1030 for ~$50 it's a solid upgrade. It should be fine in your PC.

You could get a pci-e riser cable with separate power input through a molex connector.  This way, the motherboard doesn't have to provide any power, it will think the video card consumes under 1 watt and will be happy.

 

Example :

pci-e x4  to pci-e x16 with separate power : https://www.amazon.com/Express-Cable-Extender-Converter-Adapter/dp/B0836S3B4J/

pci-e x16 to pci-e x16 with separate power : https://www.amazon.com/Occus-PCI-Express-Flexible-Extender/dp/B089T8M9WZ/

 

Probably better prices on eBay, but slower shipping.

 

GT 1030 has really horrible performance for the money, it's not worth it.

Find something with 3-4 GB VRAM and reasonable price.

But the prices in my country is different from your country so the 3 or 4 vram is gonna be at least 300$
