Ryzen 9 5900x extremely high temperatures after Windows 10 reinstall

So in some games like Cyberpunk 2077 my CPU runs at around 88C with the CPU only around 25% utilized. In some of my other games the CPU runs a bit less like 79C-85C. My idle temps are around 60C-65C.

 

In the BIOS my CPU gets up to around 52C after 30 minutes or so. 

 

I have reseated my CPU cooler. I was careful to put on thermal paste, made sure that the plastic piece was taken off the cooler, I also made sure that the fan was spinning properly and it was. My temps only went down by 2-3 degrees or so.

 

The odd thing is that I reinstalled Windows 10 about 3 days ago (see post history for the long story... yes, I solved that issue BTW.) I then got Riva Tuner installed and noticed that my CPU temp in Cyberpunk was 91C!!!

 

As far as I know, I did not get these temperatures before I reinstalled Windows, at least I don't think I did because I noticed my high CPU temps like 2 minutes after I booted up the game. I think my temps used to be somewhere in the 60s.

 

Any ideas? Could a Windows update have messed with my machine?

 

Edit: I just noticed that second after I booted up my PC, in hardware monitor it said that my CPU temperature spiked to 76C when in the BIOS it only got up to 50C. Also my PC doesn't get that loud on gaming... but I'll double check on that. Also in my BIOS, I set my fans to run at 100% all the time with maybe 1-2C max difference in temp.

 

Edit 2: Is 79C-85C safe? Not looking to destroy my CPU.

frome edit 2 awnser is it will limit the lifetime and thermal throttle lowering your performince and with your main question check for bloatware programs that control your hardware and could be overclocking it and making it overheat

Sounds right, overclock it manually and find a low V sweetspot. My 5900X does all core 4.55Ghz on 1.2V and no overheating. By default the voltage was set to sth over 1.3V which was giving +15C just to get one core to 4.7Ghz.
