Are you sure you're watching a video that supports comments? (i.e. not a video set to "YouTube Kids").

Is it possible your account is set to child mode by your parents?

yes i was watching a video that allow comments, most of the videos i watch allow comments (btw the account was my school account on my personal computer, and I use my own internet)

If it's a school account, it's quite likely they may have control over some of the options in that account.

It's entirely possible they recently turned off some feature that makes it so you can't comment on their school account.
