Looks fine if you can actually get the parts. I'd avoid the 8200SX, it was involved in a memory scam.

Eh if it's any more expensive it's not worth the cost. It's literally within margin of error of the 1660 Super performance wise in most titles.

Ok so you could definitely do that just you have to take some things into account

1 prices, prices, PRICES

2 power consumption, a 550 watt should be able to handle a 3070, but if you are getting a custom card with a beefy heat sink or a higher clock, you might need a 650 watt psu 

3 your pc building skill, if you have not yet built a pc, the pretty high end one you might build could be a challenge, the bios not working, a short or worst of all the pins might bend

 

so long story short you could do that, just you must have the skill ,time, and deal finding skills.

Actually, about the case, you won't get the mail-in rebates from the P400A. The Neo Air is still a good case, so I suggest using it.

For some reason the link is not embedding, but I basically put the Neo Air, and added a 650W PSU, because there's not much headroom for upgrades later on.

If he gets a 3200 kit, he's gonna need to overclock it through XMP. Plus, Ryzen is very sensitive to RAM speeds, so he can just stick with the 3600, it's not gonna save him much.
