My gigabyte RX 460 4gb not working

i have a gigabyte RX 460 4gb which was working perfectly untill an hour ago. It just suddenly stopped working in the middle of online class so i put a 2nd gpu i had laying aroung just to see what happened. on the rx 460 the fans don't spin and it's not recognized by the pc. is there a way to fix this? Thanks in advance
