I don't now about noise, you can check this out:

Don't try to be cheap, and do not buy an old used PSU.

If you haven't yet seen the PSU tier list thread that's a great place to start.

Depending on brand preferences and budget the recommendations can go from there.

 

Most PSU will be quieter than case/CPU/GPU fans under load, and many run cool enough that the fans rarely turn on anyways.
