Whats a good pc to build?

Budget (including currency): $750 USD

Country: United States

Games, programs or workloads that it will be used for: TF2 CSGO and VR games.

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):  No peripherals needed, and I want to play at 1080p 144hz. I'm upgrading from a laptop which has an Intel core i5 2520m, intel hd graphics 3000, and 6gb of ddr3 1333mhz ram.

bad time to build a PC atm, as GPUS are not in stock and CPUS are a bit overpriced. Honestly save up and wait a couple months and then ask

its possible to get away with an i3/i5 system and use integrated graphics until gpus are in stock
