I'd say so. Any decent AIO or air cooler should give you better temps than that. How much would you be willing to spend?

It was a yes or no question in regards to an inquire with severely limited details involved.

That's definitely not right. You could look into getting a new cooler, but first I'd check your thermal paste application. Did you apply your own paste or use the stock stuff that comes pre-applied?

I used the stock cooler and paste and after a while I applied my own in a pea size dot in the center of the CPU

Replace those (or not).  Your temps aren't bad, 94c on Prime95  is standard.  80-86c for Cinebench isn't horrible either.

 Yeah I just got the fans in and tryed Cinebench and Prime95 and the temps didn't go above 70C

So your telling me that you don't go above 70C with a stock wraith cooler, where can I find your luck mate, lol when I had the stock cooler i would be hitting 70C just watching YouTube and I hit 95C while just gaming so yay.

My Ryzen Athlon came with a Wraith stealth. It's worthless. Did a retro fit with an old Opteron heat pipe cooler (Essentailly a Wraith Prism or Max but without the fancy fan housing) and run the Cpu passively and it still runs cooler than the stealth. lol.
