How to buy Google Play Gift Voucher for someone from different country

Hi guys, i live in Asia and i can easily buy a Google Play voucher gift card that i can give as a..gift. But i am not sure if it can be used by someone who live in different country.

So as the title suggest, how? or did the voucher i bought from my country can also be used by...literally everybody?

Isn't the smallest like $/€/£/5? So couldn't you just test it by yourself? Though I think they are universal. Because there are gift card scammers who try to steal the codes.

Well there's no harm in asking.
