Is VSYNC enabled? If so, try turning it off. You're running on Intel® UHD Graphics 620, so don't expect miracles in games, but 2fps doesn't sound right.

First, what's the model of the laptop?

 

Second, Does it have a DGPU?

 

Third, is it just straight up stuck at 2 FPS or does it stutters to 2 FPS?

This isn't a high end system if you wanna play games on it like at all. This would be a extremely low end system for that if it only has integrated graphics.

 

What settings are you playing csgo at and what resolution. Does it have a gpu besides the integrated intel hd graphics?

usually you will need atleast a graphics card to play modern games with good framerates, what game are you trying to play?

Assuming you're running off integrated graphics, in csgo turn the resolution down to 720p, turn everything down to mid/low and it should run fine. Csgo is pretty tied to cpu performance. Other modern titles will likely not run well. If you want a mid range business class laptop that can play *some* games I'd suggest going with a ryzen 3500u or similar over the Intel variant. Similarly, there are lots of decent entry level gaming laptops with dedicated GPU's available for under $1000. I hope this helps.

Unfortunately, Intel's U-suffixed CPUs have the "U" denote ultra-low power, which means that the CPU is designed to run on a low TDP, therefore not intended to give a lot of performance. An i5 with an "H" suffix (high performance) easily out-performs an i7 with a "U" suffix in demanding operations such as gaming even in the same generation.

For example, my MacBook with i7-3820QM with QM denoting Quad-core and Mobile (standard TDP of 45W) pulls off a similar performance rating according to UserBenchmark, compared to your i7-8550U (TDP of 10-25W set by your manufacturer) across 5 generations (around 5 years of advancement).

For gaming, your laptop would be considered a low-end option. I would recommend you return/resell your laptop and buy one with an "H" suffix that also comes with something "GTX" or "RTX", but make sure to do more research on what performance you require. (Manufactuers rarely use "U"-suffixed CPU on a laptop that would come with a dedicated graphics card, unless detachable)
