5700XT poor performance

Hello, I'm having issues with poor performance out of my system. I Paid alot of $ for the 5700XT and the performance is just disappointing and nothing similar to any other users benchmarks I've seen running the same game, cpu and gpu. I've tried every optimization guide and specific gpu fix like OC/UV drivers etc. Does someone know what can possible cause this? I've listed as much info as I can below because I've had this card for a year and tried fixing it multiple times and I'm just fed up lol.

Asus ROG-STRIX-RX5700XT-O8G-GAMING NOT OC/UV
Ryzen 5 2600 NOT OC
be quiet! System Power 9 500W
Corsair DDR4 Vengeance LPX 2x8GB 3200 C16
NZXT H510 Black
MSI B450-A PRO MAX
Ram is set to 3200 in bios without xmp profile 2 enabled.
Ram is in 2nd and 4th slot as instructed in mobo manual.
 
Fresh windows install:
power plan: high performance
Windows gaming mode: off
xbox game bar: off
 
Radeon 21.2.2
Adaptive sync: disabled
Enhanced sync: disabled
Radeon image sharpening: enabled 80%
Radeon anti-lag: enabled
 
Warzone
adv_options.ini:
VideoMemoryScale = 0.7
RendererWorkerCount = 8
 
Graphics:
Fullscreen borderless
vsync: off
gameplay 300 fps/frames limit
AA: SMAA T2X
texture resolution: Low
everything else: disabled/lowest
 
Benchmarks:
GPU sits comfortably around 60c and CPU 60c-65c.
gpu sits around 50%-80% usage - 6.5k vram -1750 mhz
cpu sits around 50%-70% usage - 3.6 ghz
12.5gb ram in use
 
The first benchmark is a 20 minute gameplay driving around the map killing people etc.
The other two are benchmarks where I stayed inside of downtown the whole benchmark.
All 3 benchmarks started when I land on the ground ingame (not pregame).

Maximum framerate : 129.7 FPS
1% low framerate : 47.9 FPS
0.1% low framerate : 6.5 FPS
ModernWarfare.exe, 27764 frames rendered in 335.875 [downtown]
Average framerate : 82.6 FPS
Minimum framerate : 69.5 FPS
Maximum framerate : 108.1 FPS
1% low framerate : 54.9 FPS
0.1% low framerate : 36.1 FPS

Try disabling and see what happens.

Back when i had 5700xt for a short time this stuff caused various issues, do not know if it is fixed now, but knowing amd probably not.

Also try raising game settings and see if 1/0.1 low becomes better. I know it sounds counter-intuitive, but just try it...

Your patience is admirable.

I've lasted couple of months and dumped this thing. Was way too broken a year ago, do not know how good it is now...

If your CPU usage is hitting 70%, and the video card doesn't hit 99%, then you're CPU limited.

im wondering if any power saving features need to be turned off in bios.

i would try to trade it for a 1080ti personally...can play all the latest games at 1440p high details+ clean AA and everything...80 to 120FPS easy.
