Here is the specs: of hardwares that I am thinking to use for it.

MSI MPG Z490 GAMING EDGE
Samsung 860 EVO 2 TB (X2 Raid 1)
CORSAIR Vengeance 32 GB 3200 MHZ

Are you using vms, you should really run vms. Hyper-v is free and included in windows server.

Is this on a domain?

Id get a premade server from dell/hpe/lenovo. More reliable, better support, and server featuers like impi. And ecc support.

Maybe at some point ill use vms but not right now so the server is going to run local

I was thinking to get a premade server from dell or hpe but here in Mexico are too expensive and building the PC with "Normal" components is cheaper

Really setup vms, make everything nice. Don't run the accounting program on the main os. No reason not to use vms. You can also run 2019 on the host and for the file server, and 2016 for the accounting system.

Your paying for support and better quality, you really don't wan to go diy here, just get a lower end tower from dell or hpe. You also have issues like no ecc support on that system.

I also agree doing VMs is the way to go. Is extremely helpful as your office needs change and grow and you upgrade you can easily migrate the VM to a new server.

That said, to answer your original question: as a file server for 30 users, the answer is: it's probably fine with that hardware, however, it really depends on how it is going to be used. For example, if I had two video editors trying to edit 4k or 8k video on the fly, that would very easily overpower that single gigabit ethernet adapter. If I just have Word/Excel or PDF type documents that people are opening and sharing, that setup is probably just fine. It really depends on what type of work loads those 30 users will be putting on the system.
