I do not know if the fps is just disappointing in destiny 2 but it sits around 70-80 on low medium settings and 40-60 fps on areas which are crowded. And the ultilization of my cpu is around 15% and gpu 25%

cpu: amd ryzen 7 1700x eight-core processor, 3400 mhz

gpu: gtx 1060 6gb

ram; 32 gb

Not really bottlenecked at all. 

That same problem happens in WoW and many online games, it's server related, not your personal computer. The server has to update the location and actions of every player in real time so you can interact. The more players in a zone the more throughput (cpu+ram) required to process and send out all that info. Your cpu also processes this once it reaches your computer but the real bottleneck is the server's hardware. 

 

Your cpu will bog down with the crowds of players and the gpu will also have to spend time rendering the avatars so it does have a bit to do with your hardware, just not as much as a closer server to reduce the ping time.

You are not bottlenecked. You may want  to raise the cpu ram speed limitation in the bios, so that the ram can run at it's real speed.

Yes, every system has a bottleneck.

 

It also depends on the use and I would say games are generally a poor way to assess bottlenecks. Firstly because you need to select the right games to ensure optimisations are not the bottleneck and secondly games use system resources in widely different ways.

 

Games however are perfect for testing user experience, such as FPS, lag, visual fidelity, tearing and similar.

 

To assess a bottleneck you really need to use proper benchmarking software.

this does mean i should set the cpu voltage in the bios into auto and turn on xmp?
