So, I am fairly competent building PC and using them, I used linux before and usually I'm ok at troubleshooting, or at least competent enaough follow guides.

But as far as NAS are concerned I'm a noob, or worse.

I would like to set up a NAS to back my photos (usually taken from my or my wife's phone), ideally with automatic back up as soon as photo is taken. Also I would like a storage solution to stream media to my smart tv (LG if that's relevant). There is a possibility  that the device will be close enough to the tv that, in case it's possible, it could be attached via hdmi directly to it.

Now what would be the best solution for my needs? a commercial NAS (synology, qnap, terramaster...) or a freenas? Should I even look into nextcloud?

I am a little confused on the matter, could you help clear my head please?

Plex can do both of these. Nextcloud is a cloud-storage system, it doesn't do streaming of media to TVs or anything like that, but it does offer automatic backup of videos and pictures from phones.

Nextcloud isn't an OS. You can run Nextcloud on top of e.g. Freenas, but you can't run it all by itself.

No idea, I have no experience with non-DIY NASes.
