As far as your CPU goes, full size tower coolers and AIOs are close enough to each other that it doesn't matter which type you get. A full size tower cooler will cost half as much or less than an AIO and also will last a lot longer since they're much more reliable.

 

The other important thing to look at is your case's airflow. What kind of fan setup do you have? Like, tell us how many intake/exhaust fans you have and where they are in the case.

I'm a little confused by what you want. Do you want the inside of the case itself to be cooler or your components?

 

A better heatsink will let your processor run at a lower temperature but the heat being generated by your case will be the same.

Please tell what you are currently running, what your temps are and what your room temp is. For general temps inside the case, room temp, case fans and component cooling are all a factor. And in that order. For just component cooling, the coolers are the thing to look first, but for example GPU cooling is very much depending on what case and what kind of case fans you have.
