For the sake of context, my thought is that I may be able to gain a lot of processing threads without actually giving up very much or even anything at all in terms of single-core performance, if the best core on a die with more cores beats the best core on a die with less than half the cores, despite the higher rated turbo clock.

Which ever chip runs the fastest on the least amount of v-core wins. 

Can bin chips on different levels of cooling.

Ambient Air

Ambient liquid

Sub-Ambient Liquid

Sub-Zero 

 

One chip may do well on ambient air cooling while not so well on sub-zero cooling. And Visa Versa.

Take "silicon lottery" with "grains of salt" when you see it mentioned. 

He might be fast on the liquid loop, but that says nothing on how the cpu reacts to sub ambient temps.
