Not at all. By default USB 2.0 is delivering up to 500 mA, USB 3.0 up to 900 mA. There were some extensions added later on (USB-BC (battery charging) and USB-PD (power delivery)) which changes this to 1.5 A or 2.0 A respectively. But it is neither a default nor required for USB ports.

The connector USB-A itself supports up to 5V 2.4A. Which is usually the maximum chargers support with such physical connector. I've seen chargers that supported up to 3.1A, but charger's topology actually never managed to actually use that capacity and often actually charged slower than quality 2.4A chargers.
