Black screen during boot after installing AMD drivers

OS: Windows 10 Home 64 bit

CPU: i5-6500

MOBO: Gigabyte Z170X-UD3

GPU: XFX R9-390

RAM: G-skill 8GB 2400Mhz

STORAGE: 1TB WD SN750 SSD

After putting new fans on the GPU and reapplying the thermal paste I still have the exact same issue. I found out that by removing the GPU completely from the motherboard I could use the computer just fine. So now I'm thinking this is an issue with the GPU. And I was doing a bit of research and people suggested many different things but it boiled down to the GPU probably being dead. I would hate for this to be true so I'm reaching out for any last suggestions. To reiterate, I can get past the BIOS boot screen and up to the Windows logo and spinning dots but then it goes to black. And it only does this once the AMD drivers are installed, it can display just fine if no drivers are installed.
