Can't make my Max-q card draw less power than specified

Hello everyone,

 

I have an RTX 2060max-q equipped Dell XPS 9700. It has a power budget of 65W. Even if it doesn't get saturated, it still draws that amount. And so far, I've had no luck limiting it to anything less than 65W. 

 

If anyone has any ideas how to get these card power limited, please tell.. voltage curve in MSI afterburner is responding, but card just draws more amperage instead. Power consumption stays the same. There is a dell option for a "quiet" profile which limits the card to 50W, but it also limits the CPU to 10W and there's no way to change that, even with Intel XTU. After few minutes of restoring CPU PL1 in XTU, it would hard reset to 10W again.

 

I want to lower the power consumption of the RTX card because currently, CPU PL1 is limited to 25W in combined loads, and that chokes the whole system. And Dell probably won't fix it, because all components still run "in spec".
