Brand new pc reboots randomly

I just built a new pc last night and today I finished installing all bios/necessities, but an hour ago I was watching a stream and when I closed the window it restarted itself and kept rebooting, I heard the psu fan ramping up then shutting off but my rgb never shut off once only thing that when out was the image. Is it the psu or gpu?

doubtful its the PSU fan ramping up and down. Those are almost always basically silent. Its likely your GPU fans you hear ramping up and down. What happens if you shut it down, disconnect your power from the power supply, press the power button for 10s to drain caps, then repower it back up?

I checked event log and both have event id 41 which point at the psu. 

Asus tug gaming b550m am4 

Cooler master ml240l

Ryzen 7 3700x

Viper 16gb ddr4 3200 

Wd SN750 500 GB M.2-2280 NVME 

Samsung 870 qvo 2tb

Evga rtx geforce 3070 8gb xc3

Evga bq 650w
