Visual issues while in dark areas of games

Hello , recently I've been noticing more and more a strange issue I can't really explain well.

When in dark areas of games the game looks horrible if I move around too much , like the game starts phasing and you can see more than 1 image but the others are usually red or green.

It's occurring in all games in dark areas and also now it's been starting to happen a bit in lighter areas.

Is my monitor dying , or is it a fixable issue ?

Recently I upgraded my PC but I couldn't get a new monitor so I'm stuck using the old one which is a Dell SE2216H that I got a few years back for a good price.

The issue was also present while using the old PC.

If im not mistaken thats VA panel, chances are your experiencing ghosting caused by slow dark transition pixel response. Its a weakness of VA panels, especialy low end cheap ones.

Actually it's an IPS panel , and I don't know if this help but I don't have a second monitor to test it out on so I did on my TV and the issue was entirely gone , so it' can't be a GPU issue right?

Just mess around with the settings, or get a TN panel monitor and you'll be fine.

I'm unsure of which to go either TN or VA or should I get a higher end IPS , I don't really care for the refresh rate , I'm fine with 60/75Hz as long as there's no issues like this ghosting or such.

All indicate its a VA panel.

 

Its not a PC/GPU issue, its the display itself.

I'm so sorry , I seriously thought it was an IPS , I'm really sorry. Should I look into buying an IPS display , it would be better than VA I have now , right?

now that I know what I need to get I have to ask for your help again.

Should I get a budget IPS Display (I have maximum 150€ for it) , or should I wait and get a higher end one and keep using this VA.

I was thinking about getting this one : Acer 24 Inch Nitro VG240Ybmiix , it's currently on sale , Is it any good ?

Or if you have another good cheap IPS panel display. I really appreciate all your help , thank you all so much.

TN if you don't want to spend too much
IPS if you want pretty colors for $$$$$
