Identifying a malicious software (mostly a ransomware)

one of my friends got his own PC hacked by downloading a malicious file, that file got his windows blocked and he doesn't even know what kind of file it is

can u guys tell me if it's a ransomware? and if it is, can u tell me anything that is related to its identity so maybe my friend can get his PC decrypted through the no more ransom project

Looks like some form of ransomware. Can't read what it says in the photo though.

Just wipe the drive and reinstall windows.
