Both X470 and B450 can support basically all AM4 CPUs depending on which BIOS version you have.

i know but x470 is a high end mobos so they using bigger rom also when you update to the latest BIOS you can't run older ryzen cpus anymore

1) "Higher end board" does not mean they all have a bigger ROM size. Some do, some don't. Some B450 boards probably has a bigger ROM than some X470 boards. 

2) Some older Ryzen processors are unable to fully utilize the bigger ROMs, so regardless of how much memory is present on the motherboard you still can only access a portion of it. 

 

You always have to look at the motherboard specific list of supported CPUs when it comes to AM4. There is no other way of knowing which CPUs will be supported.
