Yeah. Something like a 5600X or the soon to be released 11600K since you won't be buying now.

I was wondering what CPU would be the best at the moment with RTX 3080 for 1440p gaming

Ryzen 7 or Intel Core i7 should do just fine keeping up...

 

If you can stretch to the Ryzen 9 or core i9, gives you power for other things like streaming, video editing, etc.

not a bad CPU but if you're buying an expensive graphics card you may also want to consider a better CPU. The Ryzen 5 5600X is a nice step up. What country are you buying in?

you can definitely stream and edit really well on a 6 core CPU

That's a bit low, I would pair the 3600 with a 3070 and no higher to not lose perf.

 

Cheapest CPU for 3080 I'd say would be the 10600K (if you get a good chip, OC can help too) which is a bit cheaper and easier to find than 5600X I think

I thought because the pc is 1440p I should look for a bit stronger GPU or it doesn't make a big difference?

I play MSFS and my 3700X is the limiting factor even at 4K

1440p won't make a weak CPU stronger. Targeting 144Hz gaming? faster single core speed is a benefit.

At 1440p the CPU makes less, but still a difference. The GPU is the main factor there.

At 144hz you'll want strong single core. I'd try to get a R5 5600X, or an i5 10600K, but preferably the former.

I'd recommend a chip with strong single core perf then, if you want the cheapest possible, the 10600K should drop in price in a bit (when the 11600K is released)
