Attempting to fix dead MSI Armor RX 480?

I got scammed on eBay for an RX 480 4gb I bought for $80. The card is completely dead; no fan spin, no LEDs, computer doesn't POST with it installed. I'm already in the process of the chargeback to get my money back, but in the meantime I thought I could screw around with this thing and maybe bring it back to life.

Unfortunately I can't do the infamous oven trick as I only have one oven and baking the GPU can spew some nasty fumes into it (bad idea for the oven I use almost daily for food). I have a $10 soldering kit (wee) and a $10 multimeter, and basically no experience with electronics.
I gave the RX 480 a once-over and it doesn't look like anything's burnt out, apart from the previous owner's lungs seeing as there's so much smoke tar buildup around the card. Here's pictures of the back and front of the card:

Any pointers would be greatly appreciated. I can take more pictures if needed.
