I have a hp pc I got as a gift recently(it has an i3 10100 and I plan on installing a gtx1050ti) which I stuck a 16gb 2666mhz SK hynix stick in (alongside and the preinstalled 8gb 2666mhz) however I recently bought a new 16gb stick from cex (vengeance lpx 2666mhz) and after installing the vengeance memory in place of the 8gb stick, my ram only runs at 2133mhz. I know this may be due to cas timings but in the hp bios it does not let me edit those. All I need to know is of dualchannel 2133mhz ram is better than single channel 2666mhz ram.

Dual channel 2133MHz is better than Single channel 2666MHz.

 

Part of your issue is likely that it's a non-matching kit. As you said the timing is different between the two. If you're free to overclock you should be able to adjust the faster stick to match the timing of the slower stick then run both at 2666MHz but I don't know if that's an option for you on a proprietary motherboard.
