PCI Slot to USB. Is there such a thing?

Those will only work if the host has a PCIe x1 slot (they're just using USB 3.0 cables because they're convenient, not because they're signal-compatible).

I'm not sure if you're looking for PCI or PCIe? (x16 would be PCIe, but there's basically no way you'd need x16 for a serial card...)
USB to PCI is possible (long story, but I actually just came across a part with that chip in it), but I don't think anyone has a product for it (that I've seen, anyways). Likely, you'd need custom drivers for each card (not plug-and-play).
For PCIe, you'd be better off specking laptops with Thunderbolt and getting a Thunderbolt expander (native PCIe, no adapting necessary).
