i was getting 78°C after closing apex legends and for about 10mins (i average 55°C average) stock cooler

The max temperature of this CPU is 100°C, so 78°C is fine.

If you want lower temperatures, you can up the fan curve or get a better  cooler.

The hyper 212 is good but your i5 9400f will be fine with the stock cooler because you can't OC it and 78°C is fine. Maybe put the money you'd spend on a new cooler into upgrading a different part of your system?
